Lt. Governor Quinn proposes new Illinois Dam Safety Initiative All-out effort to prevent tragedies at Illinois' 1,318 dams

LYONS, IL - On the eve of the biggest boating holiday weekend of the year, Lt. Governor Pat Quinn proposed the Illinois Dam Safety Initiative to educate the public about dam safety and propose much needed changes to make our waterways safer for Illinois water enthusiasts.
 
Each year, millions of people take advantage of all our Illinois waterways have to offer, spending weekends boating, canoeing, kayaking and fishing, often near one of the 1,318 dams in Illinois.  Unfortunately, every year, a handful of outings end in tragedy.
 
"We encourage citizens and visitors to explore and enjoy Illinois' tremendous lakes, streams and rivers," Quinn said.  "But it is important that everyone receive proper warning if a dam is near.  Posting vivid and proper warnings at every Illinois dam is an important way to save lives and prevent tragedies."
           
Quinn petitioned the Illinois Department of Natural Resources (DNR) to implement rules, mandating the placement of safety warnings and buoys at all Illinois dams.  Under the Illinois Dam Safety Initiative, the state would develop standards and post signs and buoys to warn of potential dangers.  Dam owners would be responsible for further maintenance of signs and buoys.  
 
In addition, the Illinois Dam Safety Initiative would provide guidance to DNR when considering dam removal projects.  The initiative would encourage public safety and environmental values when weighing options for removal and modification.     
 
To fund the Illinois Dam Safety Initiative, Quinn proposed closing a corporate tax loophole that currently allows foreign oil companies doing business in the state of Illinois to drill in certain offshore areas without being taxed.  Closing this loophole will generate $10 million.
 
Quinn also announce the launch of a new and comprehensive Web site at www.DamSafe.org.  
The site is dedicated to keeping Illinois water enthusiasts informed and educated about dam safety.
 
            Quinn is chairman of the Illinois River Coordinating Council and chairman of the Illinois delegation to the Great Lakes Commission.
